Proposal preparation.  The QA Team reviews the proposal.  Does it demonstrate a clear understanding of the purpose of the evaluation, the evaluation object, and the context?  Are the hypotheses to be tested by the evaluation clearly identified? Will the proposed methods allow efficient tests of these hypotheses?  Are they as rigorous as the context allows? Are the data likely to be sound? The evaluation team is expected to reflect the QA Team’s comments in the revised proposal.  The DPMG Director ensures that QA Team comments have been appropriately reflected and conducts the final review of the document before it is submitted to the client.

Inception reports are peer reviewed by the QA Team. The DPMG Director ensures that QA Team comments have been taken into account by the evaluation team and conducts the final review of the document before it is issued to the client. 
 
A similarly rigorous review process is followed for draft reports and draft final reports. After the QA Team reviews draft and draft final reports, the evaluation team revises the reports in response to the QA Team comments.  In addition, when necessary, DPMG has access to a pool of editors whose bios are presented here.

The DPMG Director then conducts the final review of the reports to ensure that the evaluation team has responded appropriately to the QA Team before they are issued to the client.
  
This substantive quality review process is designed to add value at every stage and to ensure that the highest possible quality document is sent to the Client for review. Final reports are only released after the DPMG Director has determined that the Client’s comments have been appropriately taken into account, and all applicable contractual requirements have been satisfied.
